Manuel Soto
Manuel is a transit planner and mobility specialist with extensive experience in design, planning and implementation of programs that increase transit ridership and multi-modal mobility and reduce the use of single-occupant vehicles.
He has conducted successful implementations of all types of transit services, from fixed-route rapid transit to circulation shuttles to on-demand “microtransit.” He has wide-ranging experience in transit service planning and operations, developing feasibility studies, operational analyses, market demand and performance assessments, and conducting public engagement processes.
Manuel is adept at translating strategic thinking into implementable actions and plans that deliver results. Before joining JWA, he spent many years working on transportation demand management, parking, curb management and street design. There, he designed parking and mobility programs for major employers, hospital and university campuses, mixed-used developments, and downtown districts, that delivered reductions in vehicle miles traveled and parking demand. Manuel enjoys working collaboratively with clients to find lasting solutions to mobility problems.
