JWA staff have been leading transit plans in cities of many sizes for over 20 years, with a particular emphasis on transit network redesigns and investment plans.

These efforts always include public consultation, an analysis of impacts and benefits on different communities, and iterative network design charettes with local staff.

Major JWA Studies

  • Anchorage, Alaska – Frequent Transit Network Vision: developed a set of service scenarios illustrating the frequency vs. coverage tradeoff; based on public input, the city implemented the ridership plan with only minor changes in Oct 2017
  • Bellevue, Washington – Transit Master Plan: created a series of service scenarios, including a range of tradeoffs, for this high-tech suburban city adjacent to Seattle; presented Stakeholder workshops and workshops with City Council
  • Columbus, Ohio – Transit System Review: reviewed the existing system, provided service scenarios to assist the public decision process, and developed the final plan, which was implemented in May 2017; collaborated with IBI Associates
  • Edmonton, Alberta – Transit System Review: reviewed the Edmonton Transit System (ETS) network, created scenarios illustrating a range of future options, and presented a series of City Council workshops
  • Fresno, California – Strategic Transit Plan: developed scenarios illustrating future service options and short-term redesign recommendations, with Parsons Brinckerhoff
  • Houston, Texas – METRO Transit System Reimagining: completed a total redesign of the bus network for the 4th largest city in the US, with TEI
  • Indianapolis, Indiana – IndyGo Comprehensive Operational Analysis Update: developed short-term and long-term recommendations for the evolution of the Indianapolis transit system, including revised downtown routings for a new transit center and longer-term scenarios that work with proposed rapid transit options
  • Richmond, Virginia – Transit Network Plan: redesigned the transit network, incorporating the new BRT line and input from the community, in collaboration with Michael Baker International; the new network will be implemented in Spring 2018 alongside the opening of the new BRT line
  • Raleigh, North Carolina – Wake County Transit Investment Strategy: designed a transit investment and network plan for a future sales tax referendum in North Carolina’s capital, in collaboration with Kimley Horn
  • Salem, Oregon – Cherriotts Comprehensive Operational Analysis: redesigned the transit network for Oregon’s state capital
  • San Jose / Silicon Valley, California – VTA Transit Ridership Improvement Program: evaluated the existing system, proposed service scenarios, assisted in public outreach, and synthesized a final proposed network; the resulting “Next Network” will be implemented in 2018 alongside the opening of the BART extension into San Jose
